REPLICA: Start your advocacy HERE

Whether you are licensed EMS personnel, State Legislator, or State EMS Office official, your understanding of REPLICA and engagement is important to furthering this effort.  Take the time to talk about REPLICA with your friends and colleagues in the EMS Community, contact members of your state legislature and other public interest groups that have a stake in seeing REPLICA legislation introduced and passed.  We need ten states to activate the Compact. Today we have sixteen states that have passed the REPLICA legislation. Working together we can get this done; The groups that support REPLICA in each state may be different, however, the benefits and the facts of adopting this interstate Compact are the same across our country, including;

  • Patients will continue to need ready access to the closest, most appropriate EMS personnel.
  • Patient care does not begin and end at state borders. EMS personnel are doing the same job on either side of the state line(s).
  • A privilege to practice extended under the compact is not a multi state license.
  • REPLICA allows for EMS personnel to cross the border, provide care in authorized circumstances*, and return back home.
  • Members of the military separating from an active duty tour and their spouses, federal agents/employees crossing state lines for details, members of wildland firefighting teams would gain immediate recognition and protection under the compact.
  • That the highest standards of public protection are afforded to patients and EMS workers when acting under the Compact. States will now know who practices, in all circumstances, in their states.
  • The Commission, who manages the Compact, is comprised of responsible officials of the State EMS authority or designee. They meet in public, their ability to write rules is limited to the compact activities and the rule writing requires public review and public comment.

**authorized circumstances include examples such as EMS personnel who work for agencies with a multistate foot print, large scale planned events like concerts, sporting events and large scale events that have not reached a Governor’s level of disaster, including homeland security details and wild land fire fighting.
